Update to Drupal 11.4

Proposed changes

Updates Drupal to 11.4 and switches to the new dr script instead of drush for recipe application since the old drush recipe command will no longer work with 11.4.

Testing steps

Before this is merged, the provisioning service needs to add a condition to check if it's installing > Drupal 11.3. If it's > 11.3, the provisioning service needs to use dr to apply the acquia_trials recipe instead of drush.
